Motivation
When you create a new topic by clicking a new (non-existent) topic link, you cannot specify a topic template - the default template is always used. On the other hand, if you try to view a non-existent topic and then click "Create 'TopicName'", you can choose a template. The former being the recommended way to create a new topic, it should provide an opportunity to specify a template.
Description and Documentation
The link destination of a new topic link is changed accordingly.

Discussion
Sounds good. However, I think this should be made configurable with a preferences setting. In some cases the extra step to select a template is an overkill, on other cases good. We had this discussion a few years back, the consensus at that time was to keep it simple. Question is what the default should be if we make it configurable.
For selecting the template it would be very cool to have small thumbnails showing the template, and a title (short description). Food for thought.

Discussed at
KampalaReleaseMeeting2014x02x06:
- Need for feature, make configurable with preferences setting
- Thumbnail feature for phase 2 - could be a plugin that renders template pages in memory & caches it, or a FooBarTemplateThumbnail with attachment for FooBarTemplate topic
This feature is technically accepted by 7 days feedback period.
