At the moment Twiki users are either TWikiGuest if they don't have to logon to the server, or they have a TWiki username if they do. One thing I'm working on to add to my private twiki is a basic session management system (that will require the use of cookies) to enable users to logon over the web in the same way as they do on hotmail. That we we can see more easily who has been modifying what and when.

It also allows a person to "own" a page, and to be able to grant or revoke specific permissions to specific individuals or groups. I'm only writing the code when I've got time at home, so it's moving along in fits and starts, but an online reference is http://epsilon3.mcc.ac.uk/WPAM/ . I would use Twiki for this, but without protection for the data on the page I can't...

In many respects this is very similar to Hyper News as well...

I know CoolURIsDontChange, but does the mis-capitalisation of this topic affect TWiki's brand? Should we have both topics? Do we want to delete such a historical artifact?

If the likelihood of external links pointing to this is small I see no problem in renaming it. Search engines are indexing all TWiki.org content, so there will be a broken link if renamed, but in this case it is unlikely that a user actually follows a search hit to this page, so a rename should be fine.
