Feature Proposal: Plugins should register variables

Motivation

Currently there is anarchy when it comes to plugin symbols. Registering symbols won't prevent collisions, of course, but it would give a way to add conflicts in the InstalledPlugins topic.

Description of what this feature should do

Give the user a way to see that there is a symbol conflict and so needs to rearrange the plugin order.
