Motivation

A move or delete of a web is currently hidden at the bottom of the WebPreferences of each web, a place nobody knows to look for. WebHome topics are the home of the web, and they must exist (e.g. should not be renamed).

Description and Documentation

New spec for better usability:

• In "more topic actions" screen of WebHome only, show "Delete web" and "Rename or move web" instead of "Delete topic" and "Rename or move topic", respectively.
• Also, not directly related, the "Set new topic parent" should be hidden because WebHome should remain on the top of the topic hierarchy.
