Feature Proposal: Logging in GMT
Motivation
If you have a federation of TWiki sites as mentioned on
RepositoryForSiteAndWebMetadata, you may need to process log files of all the sites. In that case, all the sites using the same time zone in logs makes things easier.

Initially I planned to introduce a new configuration option $TWiki::cfg{LogTimeZone} to specify a time zone.
But after the
discussion below, simply switching from servertime to GMT is enough.
Introducing $TWiki::cfg{LogTimeZone} (optional) and if it's set, it's supplied as the third argument of the following line in TWiki::_writeReport().
my $time = TWiki::Time::formatTime( time(), '$year$mo', 'servertime');

Or as I mentioned in
ReadOnlyAndMirrorWebs, how about always using GMT in log files? With this we would not need an additional flag. This is a spec change, but I do not think this will break any existing apps.

My goal is to use GMT in log files.
I prefer switching to GMT from servertime without introducing $TWiki::cfg{LogTimeZone} because that's simpler and cleaner.
