Its a binary build of Perl 5.8 for all Win32 systems, including Windows 95/98/NT/2000. I recommend
IndigoPerl for use on Windows. Used alongside
GnuWin32 it is almost as functional as Cygwin, and much, much easier to set up and get working.

Indeed, IndigoPerl is good. It does not touch the registry and is fairly complete. The
TWikiForWindowsPersonal is based on it.
