Feature Proposal: Improve Build Process - reduce internet bandwidht useage and space requirement
Motivation
The current build process fetches at least 700 MB's of data from previous release.
There should be way to fetch only required data(history files)
Description and Documentation
It may make sense to fetch complete old release data/run test case when one needs to produce the production release. For test releases, one can provide some options like "perl ../tools/build.pl release --test" this fetches only required history files than the complete repository (tagged) of prev release.

have paid reasonably large internet usage bill in june because of last release-had to build test builds a few number of times (5-6 times) before hitting the final production release.

That is a sensible enhancement. Oh, I did not realize that India's internet connectivity is not flat rate.
As a workaround you could build TWiki on a Twiki server in the USA.

I propose we close this issue. Builds in support of the next release (5.1) will be US based and flat rates for internet usage makes this a non issue.
