I would like to see a link to Managing Webs (specifically "Adding a New Web") under TWikiSiteTools in TWiki > TWiki > WebHome . The form to add a web seems (to me) to be a tool, and a useful tool. But it's not listed under site tools and I had to do a search to find out how to add a new web. Something this basic should be easier to uncover.

It looks like this comment refers to the existing functionality in ManagingWebs .

Personally I can't see anything wrong with adding an extra bullet point under TWiki Site Tools which contains:

• ManagingWebs includes a tool for Adding New Webs using a web browser.

If there's no comment on this in the next day or so I'll change TWiki.WebHome to match the above. (As of course anyone can. )
