Question

WebNotify sends mail to the person who made the change if they are in WebNotify but does not send mail to all others in WebNotify.

Environment

TWiki version: TWikiRelease04x00x05
TWiki plugins: DefaultPlugin, EmptyPlugin, InterwikiPlugin
Server OS: Debian 2.6.18+6etch3
Web server: apache2 2.2.3-4+etch6
Perl version: 5.8.8
Client OS: Debian 2.6.18+6etch3
Web Browser: iceweasel

No, TWiki sends notifications of changes to subscribed users, regardless of who made an update.
