Tree views of topics in a web can be generated by the TreePlugin. It relies on parent links for structure. These can be editted. I do not know if the order of siblings can be controlled. 

When reporting this bug, it worked for some webs, but not newly created webs. 

More than one occurrence of exactly the same TREEVIEW tag failed on the second and all subsequent tries.
