Question
Greetings,
I am having problems loading skins. I have a fresh install of TWiki and was able to use the Pattern skin with no issues.
When I add a new skin such as
NuSkin or
NatSkin, the page loads but the CSS and images do not load for the skin.
I have permissions set as 777 for the /pub directory. I also checked my {PubDir} in configure and it is correct.
What am I missing?

Perhaps your webserver logs have the anser. Otherwise try to find a reference to a css file in the page source, and copy that url in your browser. The error may give a hint.

Try URL similar to HOST_URL_OF_YOUR_TWIKI_INSTANCE/pub/TWiki/NatSkin/notspot.gif and see Web Server log to capture the errror
