SID-02442: ExplicitNumbering of Headers and headingoffset in INCLUDE

Is the headingoffset keyword of INCLUDE working when you use the ExplicitNumberingPlugin to get numbered headers and you want to include another topic that also uses numbered headers?

Am I missing a keyword to make it work, or is this combination not functional?
