This means that the twiki/pub path is not configured properly, either in the apache configuration for TWiki, or in the TWiki configuration.

• Run the ApacheConfigGenerator to get the proper apache configuration
• In TWiki configure, make sure {PubUrlPath} matches the twiki/pub URL path in apache
• In TWiki configure, make sure {PubUrl} matches the twiki/pub file path on your file system
