SID-01625: Using TOC{topic} will bring its Footnote

Hi All,

I have a new topic with has the code "%TOC{"xxxxx" depth="2"}%", the xxxxx topic has 2 footnotes.

When I save the new topic which don't have footnotes, I saw xxxx's footnotes appear at the end of new topic.

How can I get rid of it? This will make user confuse.
