SID-01601: Cannot edit or log into wiki - configuration?

While attempting to install
GetAWeb, one of my users attempted to set SCRIPTURLPATH, which
GetAWeb needs. Unfortunately he did something truly atrocious to the wiki. At this point, I cannot log in, edit preferences, revert to the previous unbotched state, etc. because the URLs are fubar'd. I can still run configure, though. Is there any way out of this?

The SCRIPTURLPATH is system defined, do not redefine as a preferences setting. To restore, edit the topic where the SCRIPTURLPATH setting was added on the shell level. For example, Main.TWikiPreferences would be in
...../twiki/data/Main/TWikiPreferences.txt

I confess to perpetrating this atrocity but am not fully repentant. If I put the following in a topic, via raw edit, it yields
http://10.10.10.31/bin/get-a-web/TWiki/TWiki.tar
after saving the edit, and there is no get-a-web script at /bin. If I try to set SCRIPTURL first to /var/www/twiki/bin, I don't get the http part but the page can no longer be edited because the SCRIPTURL path is broken. Putting the get-a-web script in /bin generates a server error.
- %SCRIPTURL{get-a-web}%/TWiki/TWiki.tar
Is this the proper syntax for a web named TWiki? I installed the
GetAWebAddOn extension version (not the REST-permission-required plugin) via config's Get Extension, but it shows up in a debug section in the Extensions list, and seems like it cannot be activated?
