SID-00865: Mail notify - WebNotify exclusions not working

Based on the documentation and previous posts here I have WebNotify setup correctly and working for all the topics of a web, but when I want to exclude a topic mailnotify doesn't send anything.

(ie) This works: #cat WebNotify.txt

• joseph.dunleavy@somecompanyPLEASENOSPAM.com

This fails: #cat WebNotify.txt

• joseph.dunleavy@somecompanyPLEASENOSPAM.com: - ETLResearch2010
