SID-00374: cannot access files in twiki/pub/Sandbox/Topic/_igp1/*

I am having some trouble trying to use the ImageGalleryPlugin. I don't think it has anything to do with the actual plugin (although I could be mistaken). It seems to be generating the tumbnails and scalled images fine, but twiki will not display them. I assume this is some sort of tiwki configuration problem. If I try to use the ImageGalleryPlugin in Sandbox/TestTopic7, it creates the subdirectory twiki/pub/Sandbox/TestTopic7/_igp1 which contains some images (I can see that the image files are there if I look in that directory on the unix shell). Image gallery then tries to view those, but twiki does not allow viewing of anything in twiki/pub/Sandbox/TestTopic7/_igp1. If I try to enter a url for anything in _igp1, it says "Attachment does not exist."
