SID-00181: mailnotify doesn't work for all my sites

I scheduled a cron job in /etc/cron.d with the following parameters:

0 9 * * 1 root perl -I /srv/twiki/bin /srv/twiki/tools/mailnotify -q SysAdmin Trash Drafts DesignSpecs WebSites TWiki

I get only my WebChanges for WebSites & Drafts. Normaly I should have a WebChange mail for SysAdmin also.

Can anyone help me with this problem?
