SID-00119: Manage User View

I am looking for a way to hide Topic mention from Index and Search for users who are not authorized to view it within one Web. One more task, highlight topic as a link for users who can read it and show it as plain text for ones who can't read. Is it possible? If it is, could you, please, point out which plugin or documentation should I reffer to?
