I am getting a Can't locate Digest/SHA1.pm in @INC
error when trying to register a new user

you are missing the Digest::SHA1 CPAN module (and possibly others) goto WindowsInstallCookbook and follow the Perl module installation section -- SvenDowideit - 13 Feb 2004
