Is it possible to receive email notifications when a new TWiki page is created and only when it’s created so that we know who’s creating what, where?

I do not think there is a way to get notifed by e-mail only on topic creation (not on update). You could create a %SEARCH{}%, sorted by creation date to get a report on recently created topics.
