Can I utilize Twiki server as a Newsgroup Server? Please guide.Environment

No, if you mean NewsGroups implemented using NNTP - if you mean discussion forums, you might be able to use the CommentPlugin and/or the discussion forum addon (see Plugins web). You can run a separate NNTP server on the same host as the TWiki server, and have some integration - I wrote an RSS feed generator for the Newsportal web interface to newsgroups, meaning that you could have a TWiki page showing new messages in newsgroups, through the HeadlinesPlugin taking the newsgroup RSS feed as input.
