Question
I have attached an image here and added the parameter
align='right' to the <img ... command. Though this worked in Cairo, it does not seem to be working in 4.1.2 (that is, the image is always left aligned). The exact command I used is
<img src="%ATTACHURLPATH%/Birthday_gift.gif" alt="Birthday_gift.gif" width='240' height='200' align='right' />

Seems that the image is aligned correctly in Firefox, but aligned wrong (left) in IE.
No idea if what is causing this, I'm afraid (could be a browser issue, an issue with the img tag, or a css override issue ..).

According to
http://www.w3.org/TR/html401/present/graphics.html#floating
the align attribute for the img tag is deprecated.
The page has a few deprecated examples and an example of how to achieve the alignment through styles instead.
The answer on why it works in one TWiki version and not in another is probably to be found in the PatternSkin stylesheets.
