Question

I am considering TWiki. For my project I want on most pages to include a sidebar which I do not want anyone but select editors to be able to change. The rest of the page should be editable for registered users and maybe even anonymous users. Can this be done with TWiki?

Not directly in one page, but you can create several pages that have individual access controls, and %INCLUDE{}% those into your primary page. See VarINCLUDE.
