I note that what's in subversion is different to what ends up in the release

  1. The webs are not present
  2. Some plugins are not installed

Why is this? Thanks.

  1. Webs: Topics are already under version control in TWiki, e.g. avoid double version control. Also, not all are programmers with tools to access docs in SVN
  2. Plugins: Avoid double version control

As long as there is a single authoritative copy, what is the harm of double version control?

Assuming we mirror down into CVS the changes made to SVN, it means everyone has access in the form most convenient to them. In the worst case, people have access to zips.
