WebRss not working on Codev

http://twiki.org/cgi-bin/view/Codev/WebRss is currently a zero-length file (checked with wget). This will show up as an XML parse error in TWikiSyndication feed readers.

Looks like CacheWebRssFeedForSpeed needs some sanity checking so it doesn't generate such files, or at least checks and flags an error.

Problem is if a recently changed topic has an ALLOWTOPICVIEW setting. I fixed that temporarily by escaping the setting, but a more permanent solution is needed.
