Feature Proposal: Allow INCLUDE to optionally use proxy

Motivation

There must be other corporate users with the same INCLUDE/PROXYHOST problem!

Description and Documentation

Our TWiki is behind a proxy which only proxies external websites, i.e. we can't use INCLUDE to include internal websites if we set PROXYHOST. On the other hand if we don't set PROXYHOST then INCLUDE only works on the internal websites What would be great is another parameter for INCLUDE, e.g. something like useproxy="[yes|no]".
