From user's point of view it makes sense to have part of topic's parameters set on top of the page, then there are free-text areas (stuctured by a WebTopicEditTemplate, then another sets of parameters (from another form?).

If two forms are not possible - can I have single form on the top of page? My free form text might be rather long and it is a pain to scroll down page to see form parameters with classification of what is status of whole page. Status should be first, details later, right?
