Bug: Topics In Included Link To Including Web and not the Included Web

It seams that when a page is included from another web local WikiWords point to the topic in the including web instead of the included web.

When searching if the problem was reported it seams that an early version of TWiki prefixed the included web to all local WikiWords based on the bug report IncludePrependsWebNameForWikiWords. However, it seams like the fix was to remove the prefixing all together so now local WikiWords points to the including web which to me just doesn't seam right. Is this what was intended or is there a bug somewhere?

In my local web I added back the line that was removed to prefix the included web name as a temporary fix.

Test case

Rather obvious. If this is really a bug and you need a specific example because you can't reproduce the problem please let me know.
