Feature Proposal: Topic templates need the ability to define %META data

Motivation

Sometimes topics may need to be initialized with nonstandard %META-data.

Description and Documentation

Some plugins may need a topic to be seeded with %META data before they process them. For example, I've been working on a workflow plugin. In this case, the topic needs to be initialized with the name of the workflow topic, so that the plugin know which topic to parse.

I'm sure there are other examples, but atm I'm way to tired to come up with some.
