Context
I understand, there are two ways to generate a new Wiki topic:
- You GO to a so far unknown Wiki topic and create a new page with that name or
- you can edit a page, enter a new WikiWord reference and create the new topic using the ? which appears after the WikiWord.
Problem
As Wiki´s basic principle is to hyperlink information I dislike
the idea to create a page that is not yet referenced.
Suggestion
What about a variable in
WebPreferences, e.g. NOCREATELINK, that
can be set to hide the
Create link thus forcing the users
to add the reference first?

Workaround for current TWiki release
Edit
WebTopicViewTemplate in Web TWiki and replace the
link
* Continue to <a href="%SCRIPTURLPATH%/edit%SCRIPTSUFFIX%/%WEB%/%TOPIC%"><b>Create the new page</b></a>
by an explanation how to create pages by adding
WikiWords to a page.
Drawback: This change affects all webs and can not be restricted to e.g. the Main web.

Free floating pages are an essential feature in case TWiki is used as a FAQ and knowledge base system. It also comes in handy for workflows where you classify topics and then show all topics of a certain classification by an embedded
%SEARCH{...}%. Therefore I don't really see the reason to restrict the creation of free floating topics.

I´d like to create a documentation using the wiki-web. Thus
the web needs to be void of free floaters. Maybe this sounds
to "structured" to you, but I´m new to wiki and still
cling to the idea of pages listing content (and thus linking
to it).
At least, the users should be encouraged to create links first, i.e. to think first and write later.

Well, I always write the links first and then click through them to create the content. Kind of top-down planning. The only problem I have with this is finding referred to but non-existant topics. So, my aim is to be able to be able to add a report that lists everything that does not exist.
