Feature Proposal: Upgrade Secure Email Notification Support

Motivation

Original implementation had restrictions. They can (and should) be lifted. Net::SMTP mailer can now be supported, as can encrypted private key files.

Technology created as part of Off-line Task Framework enables better checkers for certificate and key files.

Code is in trunk. No impact unless secure notifications are used. Removes restrictions when they are.

Note that another wiki already supports Net::SMTP, so that part is catch-up.
