Feature Proposal: Search topic by multiple tags

Motivation

Suppose tag is created to identify multiple dimension of a topic. Search topic with multiple tags helps to locate a topic easily

Description and Documentation

Create a search by multiple tag page, enable user to select tags from a tag list, and press search button, then all topic labeled by all the selected tags will be listed
