Bug: A misleading oops page is given if redirect doesn't work.
Test case
- Set permissions on a Web so you can't write to it
- Try and move a topic there
- Oops says problem moving attachment and gives other confusing information.
Fix record
Changes to redirect inrename and to the oopsrenameerr.tmpl put into CVS.
