Bug: CSS in topic not read correctly
Test case
Load CssRoundEdges which defines USERLAYOUTURL, the css rules at Sandbox/MattWilkieStyle are not applied. According to Firefox's Web Developer Toolbar the css topic is being loaded as a complete webpage instead of just css (all the doctype and html and everything).Environment
