Bug: NOP Tag is Removed for View Raw Topic

Viewing the raw text is used to get the raw text of a topic witout editing (e.g. locking). It should be exactly the same like the text you are editing. However, all <nop> tags are removed. This is a problem if you want to recover text from a previous topic version.

Test case

• View a topic that has <nop> tags (i.e. to escape a variable), e.g. WebNotify
• View the raw version (in More, checkmark "raw text format")
• All <nop> tags are gone
