Bug: No recognition of localized WikiWord in seting user variables

When we put an localized WikiWord in a set of a user variable it is not recognized and the efect is no god.

Test case

• Set Variavel = A portuguese WikiWord: TesteComAcentuação

Works only if we write [[Teste com Acentuação]].

But, it's important to the WEBFORMS variable. We cannot do this:

   * Set WEBFORMS = [[Form Documentação]]
