Just installed the July Beta. Aside from none of the rcs or ls/grep/fgrep stuff working per usual on windows, i've run into just a wee minor problem - which might be one of those windows only things.
If you want to change site prefereces, you have to register as a user. If you want to register as a user, mail has to be sent, but if you want to send mail, you have to identify your mail host in site preferences but if you want to set your mail host you have to change site preferences, but you have to register as a user and then mail is sent... oops.
Perhaps the cryptic comment at the bottom of the twiki.cfg file meant you should manually edit data/twiki/TwikiPreferences.txt the first time?
BTW, either i'm getting used to TWiki, my old TWiki imp was hosed from fudding with it or the July TWiki is just better - in any case, it was a virtual snap.

There's now considerably more Windows support in the
TWiki.cfg file. Look for places to change deal with the
-x,v option for
RCS and changing of quoting character.

You can log in as a guest, the default installation has a guest account.
Also, for outgoing mail it is now possible to select between
Net::SMTP and
sendmail. More in
SendmailPerlSmtpSwitch.
