Issues with Main as it is now used.

Currently Main is the repository of three disjoint sets of topics: users and groups, site-wide preferences, and skin items, such as WebLeftBar. The last of these three is a serious problem for existing installs when they upgrade, as Kenneth has noted elsewhere. There's even a risk of losing customised page elements when installing a new plugin, as I've discovered to my chagrin.

I don't know what the answer is. We can't remove Main from the tarball, because new installations need it yet, generally speaking, virtually all existing installations do not want any changes to Main (aside from their own changes, of course).
