Bug: Force Topic does not permit override

Normally TWiki will allow the user to override the wikiword filter check.

Test case

http://twiki.org/cgi-bin/viewauth/Sandbox/WebChanges?topic=Test101 does not offer the ability to force create.

I suspect it is a problem in the pattern skin template. (It's not, classic shows the same content - SH)

Follow up

I can't verify this, not with classic, not with pattern skin. It is spec to not show the create link in the topic text. However, the create link does exist in the topic action bar.
