Feature Proposal: Deprecate TWikiNetSkin and TWikiNetSkinPlugin

Motivation

The TWikiNetSkin is no longer maintained. The look is similar enough to the TopMenuSkin, but does not have as much functionality. Therefore it should be removed in a release after TWiki-6.0. For now let's just list it as deprecated in the TWiki-6.0 release notes.
