Decision on Native Search

In order to version it separately, and also because it was always my intention, I have built a Contrib for native Search (NativeSearchContrib). This plugin contains code that works on more platforms, has documentation etc etc.

I think we should remove the tools/native_search directory from 4.2, and point people at the contrib instead. The package in the core is "flung over the wall" to users, and is only installable by experts. As such I'd prefer it disappeared.

Because this is a change to the beta package, it needs a release team decision.

The change is already checked into MAIN, but can be reverted if the decision goes wrong.

I went ahead and merged this for beta 2 so we get testing done. The release meeting can ratify it.
