Avoid non-webs in %WEBLIST%

The %WEBLIST% variable defaults to all public webs when no webs parameter is supplied. This search will consider all directories in data as long as the name does not have periods or underbars to be proper webs.

In many installations there are directories that are not webs, but satisfy these criteria, most prominently the CVS directory, where one manages one's installation using CVS.

The attached patch to TWiki.pm considers only those directories which contain a topic named $mainTopicname (usually WebHome) to be a legal web, in addition to above criteria:

This has not attracted any support, and I personally believe that the webs directory should only contain webs. So I'm cancelling it for DakarRelease.
