Has any implemented automatic addition of name/email address to webnotify when someone creates an account? At work we require for people to have to opt out rather than opt in.
What would be the right way to implement this?

I would opt for either a TWikiPreferences (site) place to set a default or a per web preferences setting (perhaps both, using the override/nooverride abilities of the macros).
