Allow Developers to Collect Donations

There are some developers (like me) whose interest in TWiki is not commercially driven. Anyway, it would be nice if Plugin developers (or individual developers) are allowed to collect donations in TWiki.org to encourage their work (much like Sourceforge allows today). These donations can have many forms (Paypal payments, buying from a wishlist, etc).

I would like to have some rules to define what should be allowed and what should not.

My initial proposal is to allow individual Developers to put in their User Pages links to Paypal, wishlists or any other mechanism to collect donations, and to put a notice in the Plugins pages stating that donations to developers can be made from their User page.

I would certainly be willing to donate to developers who are working on solutions that we are looking for, including some plugins that we would like to use but are still not functional under 4.2.
