Feature Proposal: Add ScrollBoxAddOn to core distribution

Motivation

The ScrollBoxAddOn can be used to created sexy looking pages with dashboards. Site admins are able to do this more easily if this add-on is shipped with tWiki by default.

Description and Documentation

I intend to create a generic TWikiDashboardAddOn that I will also propose to AddTWikiDashboardAddOnToCoreDistribution. The ScrollBoxAddOn depends on the TWikiDashboardAddOn.
