Bug: Web link expansion in change notice emails

The top row of links to TWiki webs in the change notice emails are not expanded from the nested bracket form (see last bug) to useable links, although the links to the topics in the email are ok.

Test case

Run mailnotify and look at the e-mail.

Fix record

Added &TWiki::getRenderedVersion to $before and $after.

Sorry -- in the emails sent out by the mailnotify script the topics listed are hyperlinked to their correct places in the TWiki. However, in the list of available webs in the top/right section of the emailed page are not hyperlinked, just the raw text.
