---+ Description of problem
If you include a text file via a URL using the INCLUDE variable,
Twiki renders some, but not all of the text as though it were Twiki
text.  For instance:
  * There's a level 1 header on this paragraph.
  * This ought to be a bulleted list, but it isn't.

I would prefer either that the text in the included URL all be
interpreted as ordinary Twiki text, or as uninterpreted plain text.
(Given my druthers, as Twiki text is better, but not everyone will
agree, I'm sure).
