Question

I have a co-worker who does not permit cookies. Will SessionPlugin work for him?

Not out of the box, no. CGI::Session supports IP address matching, but you're on your own working out how to configure it.

can't you request that he enable cookies for your domain specifically while still excluding the rest of the interweb?

Or you can use the IP-address mapping of TWiki. See $doRememberRemoteUser flag in TWiki.cfg, and see docs TWikiUserAuthentication
