SID-02510: Top level menu and title bar disfigured

I'm really not the best admin. So I just installed me a Debian 12 on a
VirtialBox VM ( V 7.0.6 r155176 )
httpd is installed in /usr/local/apache2, TWiki is located on a 20GB device at the path /data/www/twiki
rcs, ci, co an rlog are located in /usr/local bin, since the system had installed rcs v5.9.4 and TWiki insisted on Version 5.7. Hence I got me the tar-ball from GNU and compiled Version 5.7 and de-installed the 5.9.4 version.
httpd operates as user "apache" and group "apache" because the names are only mnemonics for UID and GID.
cd /data/www
mkdir log
chown -R apache:apache log twiki
That's where I started.
Problem:
The Top Menu including with all its entries is disfigured. The pull-down menus aren't there respectively aren't functioning.
The title bar which, among others should show the TWiki-logo is also disfigured. All the icons resp. related gifs aren't displayed.
But the configuration page /do/configure is completely intact.
I went through this configuration and saved it without making changes, but I had to change the PATH for
RCS in /data/www/twiki/lib/LocalSite.cfg manually, as /do/configure didn't provide an according field.

Likely cause if you can't see pulldown menus, header images, CSS and JS: Your
twiki/pub directory is not exposed as HTML docs, or is misconfigured. In configure, your
$TWiki::cfg{PubDir} should be
/data/www/twiki/pub, your
$TWiki::cfg{PubUrlPath} is typically set to
/pub. Your apache config setting needs to match your
/pub setting, e.g.
Alias /pub "/data/www/twiki/pub"
